Help! Failed Inspection, no obd reading

Help! Failed Inspection, no obd reading
The 96 CE failed inspection. They said nothing was coming to the obd -2 when they plugged it in under the dash. The cigar fuse was blown but we changed and still nothing. The ecm fuse seemed ok. Please Help!!!

Still trying to help get my dad's car inspected.
Ok, I was sent to the main station today. Wasted a couple hours to get there and all the guy would tell me is it couldn't read it. Offered no help or advice whatsever!
So I went back home to a local shop and he plugged it in to his hand-held and said it was working, everything was fine. I then go back to the local inspection station and theirs still wont read it. They spent a lot of time on it, called DEQ, the main office, etc... Everyone just wanted to give us the run around. Finally, I was told if I could get a paper from the mechanic shop saying it checked out ok they could give me a sticker. They wanted me to bring it to the main office but the local office talked them into letting us fax it. I get the paper, fax it, they reject it. Said it had to be printed from diagnostic machine which nobody around here seems to be able to do.
The only thing left I know to do now is take it to the dealer. I have already wasted so much time and money on this, but now probably another 100 bucks will go down the drain.
Anybody know what else I can do?

I know in our shop, we have to have different proms for our scanners to read OBDII, depending on the year. Sounds like operator error at the inspection station.
