Default Non corvette tech question-emissions

My freind has a 99 toyota corolla. it failed inspection because the on board diagnostic test pulled a code po420 which is "Catalyst System Effeciency Below Threshhold"
What does this mean and how is it fixed?

there are two O2 sensors, one before the cat and one after. the ECM compares the readings between the two and tries to see how good the cat is doing at it's job.

failing this diagnostic usually points to a bad cat, probably a clogged one. as far as i know the only solution is to get a new cat - not cheap.

Tempest is 100% correct. Dead CAT.

...check the emissions warranty terms for your state. The emissions warranty goes beyond the standard 3/36 and varies greatly from state to state. Mr. T's national consumer afairs 800 number should be able to help clarify that for you. A bit of a long shot but it may be covered.

As for the result, it could also indicate a bad or weak O2 sensor.

Emissions warrantees are federally mandated to 100k miles. It should be covered. If the car bottomed out on a speed bump, that will kill the cat.
