Yes, the LT4 was only offered from the factory in 1996. All 1996 LT4s had the ZF6 Manual Transmission, and all 1996 Manual Transmission cars were LT4s... If it's a 96 and it's an automatic, then it's an LT1. There was a unique identifier in the VIN, as well, for the LT4 cars, but on a 94, that's somewhat of a moot point.
An LT4 engine is easily I.D.'d under the hood by the red intake manifold and "Grand Sport" throttle plate. On the interior, the LT4s came with an 8000RPM tach vs. the 6000 of the LT1s
The main point here is, though, that your buddy needs to find another place to do business. If a salesman is trying to sell him a "factory" 94 LT4, there's no limit to what other kinds of lies he's peddling. Add that to the fact that the guy's clearly an idiot, and you have 2 perfect reasons to not do business with him.

I believe there was 1 automatic GS. I guess it had the LT4.
I think it's still at the museum, though. There should be no factory LT4 autos on the road...let alone for sale at some podunk dealership (no offense to the original poster's town).
