I too am curious...
I have a 1990....so I Believe this is the way it works for your car as well....
I changed mine to a higher reading also...but to set your mind at ease....what we are doing is zippo....lol
Straight from my owners/repair manual:
1990 and 1991 speed density cars are setup in this manner:
The ECM has the ability to Auto-Zero the TPS voltage if it is between .36-.96 volts. This means any voltage in this window will be determined by the ECM to be 0 percent throttle. A failure in the TPS or circuit should set a Code 21 or Code 22.
so for us....the whole....you can get better response by upping this figure is a farse. LOL..... Try if for yourself....up that sucker up to .80....you will see it does nothing...
figured I would show this.
Jeff
So you upping the TPS has nothing to do with your Idle problem...in my opinion....try looking into your IAC or throttlebody?...maybe somebody adjusted your MIN air adjustment screw without setting it to match the IAC....
my throttle body is brand new bbk, iac senser is brand new and i readjusted all settings myself. this happened RIGHT after the tps change. so this leads me to belive that the tps is the problem. just like you said it does nothing.

are you throwing any codes?
check and see if your check engine light is either on or has come on and gone off.....if you have a code checker.....check for codes....are you getting any?
if no codes....try disconnecting the TPS and starting it....see if it will and if codes are thrown....check the TPS and look it over well...make sure no cracks, breaks, or wires that are messed up inside the connector...
