My 1990 has a cold start problem. When I start the engine (with 24k original) the revs go from 850 to about 1,500. This happens for about 30 seconds and the car sounds like it has hick-ups. If I try to put the gar in reverse or drive (it's and auto) the car will stall. However, once the car is warmed up the problem goes way. The scanner shows that
the engine is functioning well when being driven.
I recently replaced the distributor, solenoid and iac but this did not correct the problem. I had the car tested for vacuum leaks but nothing appears obvious.
This problem also became noticeable (i never noticed this problem prior) after I had a custom prom installed and new fuel injectors installed
(I am not claiming that the shop did poor work). Could it be the egr?
I do not possess the technical skills to identify any potential causes.
Any assistance from the Vette techies here or someone that experienced a like situation is greatly appreciated.

I think the first place to look is the last thing you had done to it, the Prom and injectors. There may be a problem with either of them but my guess would be on the Prom.

Yep, that's the best way to approach the problem.
If a problem arises after doing some work, go back and check the work you just did/had done.
