Its a one way Valve. Air can only go one way. Replace the elbow to. the vale you can blow though but no air will come though it when you suck on it..

I believe it's called a divertor valve. It controls your vents, defrost, etc vacuum. Mine also broke. I got a new one fron the dealer (Chris @ Superior Chevrolet) He gives the forum members sweet discounts. Shipping will cost more than the part $5.00? Superior Chevrolet

I ordered extra stuff (like a new opti) @ cost plus 5% you can't beat it.

The same thing broke on my 96. The car ran like crap. You have to go to the dealer to replace it. It has to be a dealer part. Nothing else will work. The drum has some special vacuum ports to it I was told.
