96 Fan Operation Problem-need help

The cooling fans on my 96 won't come on low speed or high unless I turn on the A/C, then they seem to operate normally as long as the A/C is on. The shop manual says low speed cooling fan should come on from engine temp >219 or A/C Compressor head pressure >189 or oil temp >270. High speed (both fans)is supposed to kick in if engine temp >228 or A/C Compressor head pressure >225 or oil temp >277. I've waited with A/C off past both thresholds and the fans won't turn on. This acts as if the computer doesn't have the proper thresholds for engine temp low or high. I suppose it could have been re-programmed incorrectly. Has anyone seen this before? Or, is there a way to interrogate the ECM to see what engine temps are programmed to cause the fans to turn on? Thanks for any help. P.S. I had it to the deal under warranty and I got the usual useless service...they replaced the water pump!!!

JG,
The fans as you probably know are controlled through the ecm on the 96's.

You may have someone with say an autotap program to look at the ecm and how it is programmed.

Ths can be edited with the hypertech programmer 3 or the LT1editor program that just came out for the obd-ii cars. if you know some one who has one.
