Seized front shock bolts

Time for new shocks on my '92 daily driver.
Went to remove the lower two (2) bolts on the passenger side and found that they had seized up. 45min. later, I had one bolt out and the other one I had snapped the head off.
When I installed the new one's, I used some anti-seize.
I have never heard of this before, but I guess with the two (2) different metals....

Water by capillary action sits in the thread gap space and rust welds the bolt to the A arm. Your application of anti seize will greatly extend the service life of these machine screws. So why didn't the factory do it?
