I think it's true.

Though in my Audi, I was dusted by an 11 sec integra this weekend...they didn't allow him to get to the timing booth to get his slip before he had an earful...so who knows which tracks it applies to. He only did an 11.7 and received an earful.

I was under the impression that ANY 11.xx needed a bar.

Nope...That's correct. The NHRA relaxed somewhat on the rollbar issue in order to help NHRA sanctioned tracks with their "Test and Tune" nights where many of those that show up are faster than what is allowed for no rollbar. Additionally with the advent of a bunch of drag radial classes and the fact that late model vehicles are so easily modified to run under the previous index they have changed them. I believe it's now 11.49 and under before you need a bar. But, I don't have my rule book in front of me, or a Nat Drag...

Unless you've received your 2005 rule book, it isn't in there. The rule applies to "showroom stock" cars, in recognition of the faster, newer, cars. Certain deviations from "showroom" ARE allowed, like sticky D.O.T. tires. Visit www.nhra.com for the details.

IHRA has been at 11.49 and quicker for a bar for years.

I read about NHRA and that is is doing this for pure stock type classes (not even stock eliminator).

What you heard is only true for a 100% stock car in a particular "stock" class.

The bar needs to be welded to the frame OR to 6"x6" steel plates welded to the floor/trunk floor of the car.

Yep! That rule changed recently for C5s too resulting in a lot of owners going back and welding their bars in.

Five points, minimum.

There are several a few "new" rules being cited, here, that aren't in the rule book, been announced in the 'National Dragster', or quoted on the NHRA web site.
