When I go over a bump or hole in the road, the steering wheel shakes back-n-forth. I also notice at slow speeds when I turn the wheel, its starting to wine more than usual. Could the shakes be caused by a steering component or a suspension problem. I'm thinking its the steering because of the wine, but could this cause the shakes in my wheel?

Sounds like a suspension problem. Check the following:

Ball joints
Bushings
Rack and pinion unit.

Another check for "the shakes" are the wheel bearings. They are actually inside your front wheel hubs and are non adjustable. If they are sloppy you have to change the entire hub. Ecklers has them for a reasonable price (non delco) but they have $hitty service.
