very weak brakes up front

rear ones work fine but front brakes not so good. pads are in good shape. the pedal feels very spongy. yesterday after pulling into the drive and stoping. i noticed both rear wheels smoking. popped the hood and checked fluids. i saw 2 brake fluid holders. one full, one just above the add line. the one just above the add line is the holder that sits toward the rear of car. is the front one for the front brakes, is that the way this works. or could i have aproblem with the front brakes thereselves.
