Are we talking about the foil covered "cloth" around the tube?
If so, I had a bad experience with the replacement covers on the market. They use Velcro to complete the closure.
Velcro went up in smoke! Bought a whole new tube with EGR valve/motor and shiny foil for about fifty bucks at dealer, try CARFAN18.
If it's a real early L98, they used compressible rings to connect them. These are difficult to get off and nearly impossible to get on.
Later models used Torx bolts...soak them well with a "nutbuster" at least overnight.

1. Tear off the old crap.
2. Rewrap with reflective AL A/C duct tape.
I did this as a temp measure, but it works very well. I can touch the EGR pipe after the car has been running.
