Hammerdown - I agree with ya on the 'wretched' vehicles. In AZ we have a thing called a waiver. If you fail you spend XX dollars to bring it in to compliance and if you fail again you get the waiver. So why bother? In my view it is a typical pareto - 20% of the cars cause 80% of the pollution!
I think how much you drive your car should be taken into account...
My daily driver sees almost 15K miles a year- I have all the emmisions equipment on that and in perfect running shape. I might even be able to pass a CA emmisions test in it
My Vette sees maybe 600 or 700 miles a year, so I see no problem with removing that emmissions on that...
of course many will disagree, but that's my opinion

Well here in OrEgone it's pay for parts until it passes. The waiver you get is the slip that says you've passed.
