What's the purpose of the resonator in the 1995 exhaust system? Do I understand correctly that some are replacing it with a "x" pipe? If so does it affect the state inspection?

No you won't affect the emissions or the inspection because you are making a modification after the convertors. But if you do that you will find that the noise level will increase a considerable amount. The resonator is straight through and there is no loss of performance from it. There maybe a slight gain if you replace it with an X pipe over replacing it with just straight pipes. But that is just due to the dynamics of an X pipe.
If you replace the resonators with straight pipes, the resonance will be awful and with the windows up will be so bad it will give you a headache. The x pipe somehow keeps that resonance down while giving your exhaust more of a Corvette sound than momma's Buick sound. I don't know the mechanics of how it works but it goes all the way back to your exhaust valves. If you do an Internet search on x-pipes, there's lots of theories out there.

you must have sensitive ears I removed the resonator from the "96" that i used to own, and in normal driving, u could barely tell the difference. But when i went throttle up!. . . it sounded really cool , not too loud at all, but a nice muscle sounding rumble. and i gained 1mph at the track. I guess it depends on your taste, . . .or your ears (lol)

.. I loved the sound, but I drive highways a lot, and at cruising, the resonance is nerve-wracking. With the x-pipe you get the best of both worlds.
