Are the motors still spinning but the lights won't flip over? If this is the case you probably just need to buy a bushing kit for the motors to replace the goop they filled the motor gears with from the factory. The Ecklers part # is 29304 it only costs $4.99. My headlight was doing this and the dealer told me I needed a new motor to the tune of $180. I decided to buy one of these kits and now the headlight works like new. Good luck!
I replaced bushings and headlights are functioning well
When I bought my 1990 Corvette nearly a year ago, the previous owner handed me a bag with new bushings and new metal gears to replace the old plastic gears. The headlights would flip up into position only part of the time. They got worse and worse until they wouldn't pop up at all. I'm fairly mechanically inclined and I spent a whole afternoon taking the components apart. I could see old gear, but I didn't have the tool to pull it out.
Finally, I took the headlights to a Corvette shop in Richmond, Virginia, and they installed the new bushings and metal gears. Probably the new bushings would have done the trick. But since I had the new gears, I had the mechanics install them too. They put the remains of the old plastic bushings in a small bag. I could believe it. The old bushings looked like a small bag of sand.
I haven't had anymore trouble with the headlights. They pop up quickly and with lots of power. The headlight motors seem to be fine. If you opt to do the work yourself, I have some illustrated steps that I can e-mail to you.
Sounds like a power supply problem to me-of course you checked fuses? there is also a fusible link and relay-do you have the helms manual? I can fax the diagnostics but don't know how to email them, Agent 86 is great for emailing them-he has everything on disk.

That's what I was thinking. I actually have the Helms electrical manual but am confused about the location of the fusible link and relay. The car is outside so I'll try to figure it out when I have a free day.
