In the process of removing the drivers seat from my 92 Coupe, I managed to shear off the right rear mounting bolt (the one that comes through the floor and goes through the seat mounting track) level with the floor. This is the bolt that also secures the holder for the jack handle. I have not had the car up on ramps to look at it, can I get at this bolt from underneath the car?
By the way, the repair job I had done on the driver's seat bolsters came out real nice...

That is a stud that is attached to a steel strip which is in turn glued to the 'glass floor (from the bottom).
If you break the bond between that strip and the floor, and remove the strip, replacing the stud should be simple...you may have to grind it off the strip, but welding a new 8mm bolt onto the strip would then be a piece of cake.

The "bolt" is a stud pressed through a metal strip like rocco16 says. You cannot unscrew it. You have to CAREFULLY pry the strip and stud off the fiberglass floor pan panel from below. It is sealed to the floor pan. Take your time removing the part or you can easily tear a hole in the floor pan larger than the hole for the stud to pass through. It helps to remove the carpeting.
DO NOT throw away the broken stud/plate. When I needed a new one I had to order it via the Chevy Dealer search network as there were only 3 shown in stock in the US at that time. You may have to make your own replacement using the old metal strip and stud, or at least use it as a model to make a new one..
It is important that when you replace the stud, you are use a sealent to prevent water and exhaust gases from entering the driver compartment.
