I believe they are referring to a 3 bar MAP sensor. Manifold Air Pressure sensor that can measure boost up to 3 bar.

Or, it could be the measure for injectors. For example, most injectors are rated at 3-bar (43.51 psi), but the ls1/ls6 operate at 4-bar (58.02 psi). So, a 2001 and up ls6/ls1 GM injector at 3-bar is 24.7lb injector, and at 4-bar it's 28.5lb injector. There is more if you want/need. By the way it's not a dummy question, just means you want to learn as all of us have.

The MAP is really only 'important' in tuning Speed Density Mode tunes. If you are tuning via the MAF sensor, a 1 BAR MAP sensor is perfectly fine. A MAF tune sets the A/F ratio via the PE vs RPM table when the MAF sensor is maxed out.
