Well..... I finally have her all put back together, I go to turn her over, and nothing....... There is power. The DIC works, radio, etc. The starter will not turn, engage, do any. I double checked the wires to it and they look good. Any ideas on what to try? She did sit for about a year with the battery disconnected, if that matters.
How about ground straps to engine? Also there should be a strap on back if I remember correctly.

I think I have all of them:
- battery + other wire by starter grounded to the passenger side block.
- one to the back of the drivers side head.
- braided wire with other one to the driver side block
Do you hear the starter click at all? Or just turn the key and nothing? Even without a solid battery connection the starter will still click due to the signal provided by (I think) the purple wire.

I think i remember seeing your transmission set up for sale if you switched from manual to auto then it could be the clutch pedal switch or if from auto to manual it could be the MLPS (manual lever position sensor) switch just something to keep in mind if everything else has power

Nothing at all. No clicks, no ticks, no sounds..... Totally stumped on this one.
Did you pull main fuse block out of case to make any changes/add circuits? Also check fuses in car, under passenger side carpet (maybe something with BCM).

I have checked all the fuse in the engine compartment and all are good. Where are the ones in the car located at? I have noticed that the cig lighter in the center console has stopped working. Does that have a fuse associated with it?

Passenger side under dashboard. Reach up pull back carpet, there should be plate I think and under it. Most BCM and security related stuff is fed out of secondary fuse box.

Well, I found that fuse box and they all appear to be intact. This is almost driving me to drink
When you say you "have power" does that mean you have +12 to the , guessing purple wire, as you crank?
In researching my starting issues, a few posts mention the ignition switch triggering a relay in, i believe, the inside-cab fuse box. There's a line from that relay which goes directly to the starter. Sorry I can't be more specific as to exact locations but ,I'm sure when you find voltages are where they should be it'll rule out the good and id the bad. BTW, it seems that a bad ignition switch causing this symptom is not unheard of.
Most of the underhood relay boxes are interchangable. Try swappping one for the starter with another. It should crank even with no fuel pressure. Like another poster mentioned make sure the switch for either the neutral safety or clutch depressed is closed. The last thing I can think of is that the key has become "unlearned" after sitting for so long. Try another key or double check here at the CF or at the dealer to see of the keys on yours employ the GM anti-theft smart key. I am not sure if they do, I know that other GM vehicles are hit or miss

Your starter may be rusted inside around the bearings or bushings, or between the brushes and their pickups. Constant use keeps these surfaces clean of rust.

While the motor was apart, I had all the parts inside out of the 'elements'. Have to say that it was not to the wife's likeing I also clean everything real good before putting that part back on.
Hook a remote stater button to the + or big stud on the starter and the other clip on to the stud where the purple wire is attached, push the button and the starter should engage and turn.
This is easy and can be done from the top if you have headers, if you don't.................
If this works then you will have to trace the circuit backwards to the ingition switch, and will probably find a failure in the vats circuit.
Of course this is all assumming you have everything hooked up properly and haven't blown a fuseable link.

What's up dude.. is this all set? Just curious as to what it turned out to be.
I haven't been down as long as you but I'm dealin w/ obstacles too. Got the motor in and all buttoned up and didn't get spark. Luckily for me it was the bcm ground that was in the wrong spot but I still got images of deinstalling everything.. While this was happening I noticed my clutch basically just dropped to the floor. Didn't think much of it since it could be a bleeding issue and the no spark deal was the priority. Well, I looked into bleeding her last nite and all I get is fluid dripping out the slave cylinder. F#@%! Spent the rest of the nite prepping to drop the rear. The good thing is I can now install the DTE brace and.. I love working on the car... but, man I want to go for a ride already!!!
