Man I agree also wish had a place like that around here.
If it is the balancer (I think mine is doing this now), what is the solution? Remove everything to get to it again? Or can I try to fit a socket/ratchet and a HUGE breaker bar somehow? I'm doubting that'll work since the engine would turn over.

You can not get to the balncer bolt with the rack in, so the rack will have to be moved fix anything to do with the balancer.
This sound exactly like what I just went through. Started chirping off and on when it was cold out and stopped once the car warmed up. Then I ended up with a terrible grinding sound. It turned out to be the water pump. The pulley part broke right in the center around where it attaches to the shaft and was just spinning freely. If you need a picture I or some pointers on replacing it let me know. I finished the repairs this past Sunday.
