Boost Leak Test
I am trying to search for the correct procedure but nothing concrete. I did read that your supposed to pull the rocker arms off to get an accurate reading, Is this true or to just plug up the tail pipe exhaust. Thanks

you need to make something to put on the blower inlet and put about 15-20psi of regulated air through the inlet to pressurize the system... then spray soapy water around ares that boost can leak from (couplers, vacuum lines, intake, etc) and look for bubbles... you don't need to worry about the valves being open or shut unless you are doing a compression/leakdown test

what about the throttle body its closed through? Thanks Chris

If it's the boost system up to the intake valves, then of course it makes sense the intake valves must be shut.
The throttle body will not offer a 100% seal for the purposes of any test.
Although usually a good visual when you're installing any parts, hoses, couplers etc should be adequate to know if there is any chance of a leak.
