The directions say if you're mounting it to the frame to install an oring on a bolt to ground it. What do I just grab an oring and slap it onto the threaded part of one of the self tapping screws, I don't get it?

are you talking about the white wire coming out of the pump with a ring terminal on it?... just sand a small exposed area on the frame and tighten that wire to the frame with a self tapping screw and put a little silicone grease on that area
Haven't seen any mention of the white wire yet. The directions say use 4 self tapping screws to mount pump. The next sentence says if mounting to metal, place an oring on one of the screws, that will ground it.

I'm pretty sure they are referring to that white wire, I grounded mine to the frame in a different location and did not use the pump mount screws as the ground point
