OK...it is an automatic and the wheel DOES lock with the key off...
Then you don't have a CLB installed from a previous owner and it doesn't sound like the recall work was done as that involves the removal of the lock-plate. The lock-plate remains for the six-speed.
You outta stop by a Chevy stealership and have them pull up the service records from your VIN #. Once you have a little history you'll have to make a decision as to whether or not you want to do the recall. There have been mixed reviews on the outcome. I believe a PCM update is done as well on the automatics and if you've had a "tune" done on yours, it will be lost.
If you don't want one of Chevy's finest messing with your car you should consider intalling the CLB and letting it go at that. I put one in my six-speed years ago and have never had a problem with anything since. I chose NOT to have the recall done on my car.

I'll assume you've read the install instructions given to you in the link above. Once you go through all of that the CLB stays in the car until you decide to remove it. As long as it's plugged in your disconnected locking assembly stays dormant, unable to screw you.
The CLB can be removed and your locking assembly can be plugged back in any time you wish.
One key item though...your column lock assembly MUST be in working order, functioning correctly BEFORE you install the CLB. If you've got a "service column lock" message and/or the column locking is malfunctioning (as in stuck in the locked position) you can't install the CLB and have it work properly.
If you bought an A4 and your steering wheel can still be turned once the key is removed it's been taken care of. If it's a 6 speed and the steering doesn't lock the previous owner has put in the CLB. But you'll have to go to the dealer and have them tell you if the recall has been done. Keep us posted.
My advise is to do whatever you have to do to avert the problem. I had to have mine towed out of my garage this week because of the steering wheel lock problem. Unfortunately, it was parked in the garage with the front wheels turned to the right and it was very UGLY for the tow truck to get it out of the garage. I thought for sure this was the end of the car....
