I think that when the DRL's (only) are lit, it's the larger of the two filaments in the bulb that is lit. This is the same filament that is used for the turn signals and the reason it is so bright. When you put on your turn signals, the DRL relay is de-activated so that this same filament is now allowed to blink through your flasher circuit. Turning on either your parking or headlights, deactivates the DRL function, and now the smaller filament is used for your parking lights and the larger filament is again used for your turn signals.
