This may be a stupid question, but is the width measurement of a rim as simple as pulling a tape from the outside of the lip to the outside of the lip? And, can a stock size rear C5 tire fit on a 10-1/2" rim?

Its hardly a stupid question... An educated person is the one who asks when they are unsure rather then take a chance with results.
A 275 will fit on a 10.5" wheel but it will look a bit anorexic Better off with a 285.
You want to measure from the immediate inside of the lip edge to the other side immediate lip edge.. Here is an example..
This is a 9.5" Wheel.
