I would never buy a car, any car, from a guy that didn't know how to pop the hood. This car will not be well maintained, as seen by the swirl marks. .02 deposited.

From what I've seen in this so far- I'd say the 2nd owner has only driven and put gas in it. Has he taken it to car washes also? I'd say can you take it to a Vette Mech and have it checked out and on a lift to get a good look under it? It could be a gem in the rough or just abused and not maintained.
The tires - you'll want to replace anyway- but check on prices as they are higher than most for other cars. Figure that in as well.
If its not right for you run away and keep looking. There are many well cared for Vettes around. Best of luck.

Damn took it for a test drive and it was one of those Dark blue colors so beatiful and turns green/purpleish in the sun. NO SWIRL MARKS AT ALL!!! the guy has papers and is the 1st owner!!!! MAN I HIT JACKPOT.
Now its $30k , but stock tires are still there with lots of thread. its never seen rain and hes never burned out or drove hard i can tell by the thread.
