You are going to get a HUGE variation in mileage... if her paper has accounted for this, then great... otherwise, she will need to account for the variations with an equation that includes city population, miles of roadways, population density, miles of freeway...etc....
that may yield a better result, otherwise, skewed numbers... and inacurate findings
because when I drive on freeway, I get 29....

I have a manual 6 and 3.42 gears in a 2000 coupe. I actually averaged around 36mpg from Las Vegas to SLC, Utah. That was with the A/C going and 75-80 MPH most of the way and going up in elevation.
What amazed me is I filled the gas up in St. George and drove 320ish miles to Salt Lake City and had about a half tank left! It is about a 600 mile range with a full tank.
I reset it since and the 31.2 is about 95% freeway miles. I do very little driving around town.
Best ever was 34mpg 100% highway going 80ish on the way to bowling green. But that was before the cam. After, best I've seen was just shy of 30 about 95% highway. But typically, city average is 19~23. Highway 25~27ish... Best mileage per HP ratio car I've ever had!
