I have used Fedex Ground. They seem to be the cheapest. Would recommend going to a UHaul store and getting some large boxes.

Some left over wheel boxes from your local Les Swaab, Tire Factory, etc work pretty good.

How about the same way FedEx and UPS does? Ship'em naked!
The only thing I would put on them is some of the clear packing tape wrapped around through the hole a few times, attach the label and wrap some more to protect the label. Tires are pretty tough. They don't need no stinkin' boxes.
BTW, I hope you're not talking about shipping tires that are
mounted to wheels. In that case you will need some really really big boxes.
