I have an after market filter already and I dont want to cut holes in the Fog light area. I saw a car that had the entire area around the air filter (after market air filter) cut out so that fresh air can get to it. It also had a plastic housing around it so that dirt did not get in the engine compartment.

Wicked, dave68 has written up a set of instructions for cutting a hole in the radiator shroud, and installing a plastic "scoop", on the back side, to pull even more cold air in. I have a pdf file, but no link. If nobody chimes in with the link, PM me your email address, and I'll send you a copy of the instructions.
Also, the plastic housing (if you mean over the top of the filter) is more for keeping the "warmer" engine bay air from the filter, than it is for cleanliness. This combined with the "back side" scoop will get significantly cooler are to your intake.
BTW, drilling the fog light shrouds and installing Z06 screens is a great mod. Looks good and will get some cooler air under the hood. I had mine drilled for a while without the screens and it didn't look too bad, but I really like the look with the screens.

I've gone 145 MPH with my polycarbonate (unbreakable) scoop installed and have never had a problem with cracking. Another member has gone 175 MPH with no issues. It is very important that there are no cracks present in the scoop after all holes are drilled, as a single crack may propogate to the outside of the scoop. It is also very important that the scoop (wall pocket from Staples) is listed as the "unbreakable" type. Other scoops are made of acrylic and aren't as durable. The instructions specify the exact part number to buy.
Mine was cut in front of the filter,its almost completley exposed,and I drove it 400 miles after I bought it in the heavy rain with no problems.Its got to help a little by pushing more air into the filter when driving and it puts some fresh cooler air in also when driving . What you guys think about this cheap mod ? maybe 1-5 HP more at speeds over 55
