I think I figured it out. Seems like there are 2 methods to perform the CLB install. Method 1 - Leave key out of ignition during entire installation process and use the cigarette lighter 'do-dad' to unlock the column.
Method 2 - Have key in ON position. When this releases the column, pull fuse 25 and continue with installation.
Do I have this right? Is one method better than the other?
Nope. I was just getting ready to install my CLB and read all of this conflicting info. One guy is pulling fuses, someone isn't. One guy has the key in the ignition, another isn't. and so on.... But I didn't realize that there were two installation approachs. I know now. I'm going to use the 'cigarette lighter' method since that's the instructions that came with my CLB.

That is correct. The lighter cord is probably the easier method, but either will work fine.
