i do work at a tire store and change countless amounts of tires. it's bead damage from taking the tire off the rim. it most likely torn when removed so you could seal the wheel. then, when reintalling the tire, it finished ripping it off. when you can see the cords, DO NOT use it. it can no longer seal to the rim. the exposed cords will come apart over time due to the elements getting to them. and air can get inbetween the layers causing a seperation.

Thanks all for the words of advice. Got back from talking to them and they are replacing the tire. Bad news is I have to buy another, but oh well.
I am going to try to get the warranty to carry over and wave a few other fees.
