I bought mine with just under 10,000 miles, how will I know if it has been fixed? What can I do to be proactive?
You can try turning the wheel to see if it enages upon removing the key. You should also be able to "hear" it enage when it does lock it. It's a soleniod that makes a whirring type sound when it enages. I guess I'm not sure what you do if you have an auto and they only removed the plate, but again, if it doesn't lock up after removing the key, you'll know.

Its really rare for it to happen, I've got 60k on my '98 and have never had it happen.
With just over 70k on my 99 C5, Mine just locked up on my Sunday morning just as I was headed for work. Had it towed to dealership monday morning and I am still waiting on my car to get done....

That's partially true. Upon my 3rd visit for this engineering marvel, they changed the ECL motor. This was not covered under the recall and as such I had to pay the deductible from my warranty.
I called GM and they confirmed that even though it was related, it was not covered under the recall. GM logic I guess.

Shut your car off and take the key out of the ignition. If you can still turn the steering wheel, you're OK. If the steering wheel locks and you can't turn it, you need a CLB.
