The ring is not available as a replacement part from GM. You have to buy the whole boot just to get the plastic ring.

The part number is 10298248 for the boot and The boot lists for $79.41 from GM parts direct and includes the ring. Way too much if you just need a ring As GrayC5 said, I'd give Gene's Karshop a call and see if he can hook you up. Any of the aftermarket leather shops will require your ring so its not even possible to "upgrade" your boot to fix the problem.
As I understand it, my uncle created a die/tool for Vette Essentials to make metal shift boot rings...you might want to give ken king a call or fly him an email and see if he will sell you one...Ill talk to my uncle see if he received any examples from Ken. Good luck in your guys' quest!!

One other method that I have used with success, is to clamp a small piece of plastic across the break (both sides), drill two holes of the correct size (I used 1/8") on each side and install pop-rivets. For extra strength I used some quick-set epoxy before clamping the patch pieces to the ring. HTH
