for the money you will dump in it you could buy a decent 97-99 I'm sure.. I am guessing the frame is bent, the cradle is cracked and there is more that we can't see.

Exactly. That Vette is NOT a fixer upper. The car is destroyed, and not worth the effort. You would most likely spend more getting it half way decent than you would buying a low mileage one in great shape.
This is a project for one experienced in frame replacement, welding, straightening, engine (and, mechanical), suspension, and, body repair work. This project is NOT recommended for the novice. Be careful.

A couple of months ago there was a repaired salvage that was selling for 14k that was still on the market when I stopped looking because I had found the one I was looking for.

It undoubtedly has a Salvage Title which makes it worth much less than one with a clean title. You would probably never get what you had invested back.
