Check out the C5 Parts forum. Someone had a new top for sale there last week. If not, check with Gene @ Fred Beans, a forum sponsor. Ken Fichtner also can get one but shipping to NorVa would be significantly less from Fred Beans. Depending on shipping cost, you may be able to negotiate a decent delivered price with your own dealer. Don't forget sales tax.
Can't recommend an installer, but check with your local Corvette shop(s) for a recommendation. You can also find out who does the tops for the local Porsche/Mercedes/BMW dealers. They won't be cheap but they have to be good to survive in that market.
I'm in the same boat. The local GM dealer - which isn't all that bad, gave me the name of the local shop that does their C5 tops. I contacted them directly - they quoted me $1095 for a new top installed. They recommend - Robbins - as having the best replacement tops. Installation only would run about $250, if I provided the top.
I'll probably pull the trigger on this when it get cold.
Just had mine done $ 950.00 installed from a local trim shop.
most dealers do not replace the tops themselfs they send it to a trim shop so that is what you need.
