I have a new factory remote and uncut key bought from a person on eBay. I called my local dealership and they said it would be $15 to cut the key and $35 to program the remote for a total of $50. I bought these parts myself to save money. Can I get the key cut anywhere? How do I program the new remote? What are my options?

It's always iffy buying a Corvette key off eBay. How did you know the resistor is the right value for your particular car? There's quite a few different resistor values for these cars. Hopefully, you knew this and have varified it is the correct key. As far as programming the fob goes, the programming was outlined in a thread previously posted on this Forum. I didn't keep the thread, but if you do a search, you can probably find it. Good luck, you probably saved yourself some money at the very least.
$35 for a two-minute job (max) seems a little excessive. If you have an owner's manual, the procedure is outlined there. If you don't have one, you can usually find them on eBay.
As long as the resistor pellet is the same value, you can go anywhere to have the key cut. Usually they charge more for the double sided keys, they can also make sure the resistor is the same as the key you currently have.

The trick is to measure the resistance across the chip in the key. If it's the same as your original, any LockSmith can cut the key to match.

Here are the resistor values - you can go anywhere that is capable of cutting a double sided key.
VATS key codes
You need to read the resistance of the key. If you have a digital volt meter, set it on ohms mode and measure the resistance of the pellet on your key. The BCM is programmed for a specific resistance value. The BCM measures the voltage drop across the key pellet. If it is within +/-10%, then the car will start.
