Is the chroming process the same and I also understand the quality of workmanship play a big roll and also dose 1 peice or 2 piece wheels make a differents.

Some of the aftermarket chome jobs are not all that great, especially when it comes to the barrels of the wheels. I have noticed a wide variety of quality in this area in particular.
True, all chrome is not equal...but buy the cheapest you can find with a warranty. If they peel or pit return them under warranty.
Keep them clean, remove iron brake dust regularly to prevent corrosion...
At least you won't have to put out too much $$$ when you kiss a curb.
And, IF, a warranty is provided: BEFORE you buy, ask questions, and, READ the fine print. Many wheel manufacturers WILL NOT warranty chrome wheels that may lift, peel, or, fade in certain areas. Be aware of this. There have been threads of disappointed customers who have learned the hard way: Do a search. Good luck.
