I have no experiece with that brand of rotor, bt the AC Delco drilled and slotted rotors that I recently purchased were cast in Canada. The machining must have been done in the U. S. because the box said Made in the U.S.A. I think the rule is: If substantial value has been added to the part in the U.S.A., they can say Made In U.S.A. The rotors have CANADA cast into them, plain as day. The BPi and AC Delco blanks probably came out of the same foundry.
My Sportbrakes Drilled and Slotted rotors are made in Canada.
Many Candaian companies are OEM suppliers to the Auto Industry with Quality on par with the best US manufacturers. Canadian Auto Assembly plants are generally in the top tier of quality within their respective companies. Lower wages, dramatically lower health care costs, an 85 cent dollar mean that Canadian firms can offer Quality expected by US consumers at prices lower than can be supplied by US producers.

Most rotors in north america are made by Raybestos or their parant company Unitded Brake Parts. The have founderies in Canada, Mexico, Veneszala, Brazil and China. The casting qualities are identical, the quality of the iron should be the same but not always.
Rotors are cast in Canada then shipped to McHenery ILL to be finished. then shipped and or sold to other companies to drill, slot, plate and add big mark ups to the price.
Even when you buy a rotor from Company A or B and it comes in a bright fancy box with a 'KNOWN' name, I would bet it is a Raybestos rotor.
