Actually, if you're only going to pop the gas cover, you only need to open the lid a little. If you need to arrange items, or use the accessory plug, pull it all the way open.
If you think about it, you probably do the quick flip more often than anything else.

I seem to recall (I dont have my C5 anymore) that the emergency brake got in the way a little bit too. If you try to open it while the emergency brake is engaged then that might be a little bit of the problem.
I thought this as well since I can never open mine 90 degrees when the emer. brake is engaged.

As has been said before, OIL THE DAMN HINGES and it will open every time very easily!!! It is not a double hinge or a two stage design. It is a single over centr hinge and if You wil just OIL it, it will work as designed without pushing, pulling, or using both hands. Let me say it one more time ---- OIL THE DAMN HINGES.

Hey - maybe that's why when I open mine past 45 degrees it takes a ton of effort and makes a sound like an old bank vault door being opened??? metal on metal kind of. . . . ???? Some type of creaking sound.

That OR, as others have illuded to, it's Chevrolet's ingenious design to install a console that evolves into a bank vault to protect your belongings, exactly how hey intended it to work.
Or just stick with the logical plan that it just needs some oil....

Next time you are doing you weekly hinge oiling, take time to look at the mechanism. The hinge mechanism is, in fact, double action. The lid cover is hinged to a bracket which moves up as you open the cover beyond the approximately 45 degree point and back down as you close the lid.
If you are sitting in the driver seat, open it 45%, then pull it towards you at the same time you pull up on it. The lifting motion is more of a 'towards you then up' as apposed to a direct 'up'.
