I had that problem once. The one in the dash just didn't have the plug attached in the back. So either the dash or the console one may be unplugged in the rear...

Which one?
They also both un-screw from the power base. See if the plug is loose, if it is they it may be un-screwed. Also like stated above it may be the plug. The center console one is easier to get to, just pop the T/C panel. The dash is a little harder.
