I don't think that is correct. DRL's can only be disabled by either pulling a fuse, or pulling up the ebrake one notch.

You're right - I just went out to the car amd the "approach lights" setting didn't affect the DRLs.
And I just figured out what the "approach lights" are. Life is good. I've only had the car a couple of months, and couldn't figure out what those were. (And yes, I've read the Owner Manual, but it wasn't particularly helpful in that regard.)

Your lights should come on when the sensor detects a low light condition. So yes, when you pull out into the dark from a lit garage, the lights should come on. It may take a few seconds though for it to happen.
With twilight sentinel on, my lights only come on if I start out in the dark, not if I start out in the light and drive util dark.
If I pull out of my lit garage into darkness, the lights do not come on.
If I start out in the dark, they automatically come on.
Is there something wrong? Or is that normal?
Nothings wrong. When you initially start your car all the sensors are doing their job. The Twilight Senrinel senses a "light" condition that's acceptable and keeps the lights off. Once you enter a darker area the sensors do detect this but are timed to avoid an on, off, on, off, on condition.
An example would be driving under a bridge or short tunnel. The sensors see it as a temporary condition and don't over react.
