You do not need a signed title. A bill of sale proving that you indeed bought and paid for the car is all you should need to get the car transferred into your name. Now, if a bank really holds title, that's a different ball game.

Incidentally, I used to run franchise dealerships, and in almost NO case, would an owner even be dealing directly with you. Did you buy this car from a "pot lot", or from a real dealership?

Try contacting your local DMV, even if it means going to the information line there, and explain the situation: You bought a car out of state, you have the contract and bill of sale, but the pink got lost. Don't explain all the other stuff of calling and calling. Just stick to the facts, and play dumb. Act like you don't know anything about a bank holding title. You may find that they'll work with you to put this to bed. After all, bringing a car in from out of state helps your DMV make money, so unless there are a whole bunch of red flags raised, they WANT to help you register it and take your money.

If your DMV does not work with you and you bought from a "pot lot", you better stay on top of this, because you never know what a pot lot owner is up to, if he's in financial straights.

Good luck I hope all turns out well.

Enjoy your car

Was the title being shipped to you or did it go directly to the DMV... I bought a car out of state and the dealer sent the title to the dmv and that is where I picked it up...

Ask the dealer for the Tracking/InfoNotice Number of the package that the title was sent in. If he tells you he doesnt have it tell the dealer your going to contact your attorney, that should get him off his butt and hopefully than he'll send you the title.

Hope everything works out
