No Accessory Position

No Accessory Position
HELLO EVERYONE.
I've searched the archives but could not find anything.My 86 dosn't seem to have an accessory position on the ignition switch,i don't have an owners manual yet and service manual is unclear.
The only way i can play radio or operate windows or fan, is with key turned to full on position, or running. Key will not turn c.c.past lock and removal position which i thought all gm cars did.
I do feel a little stop just before the on position,but nothing works.
It dosn't seem right that you need to have the key on ,or the engine running to power up accessories.It is a vats key.
Any ideas on whats wrong,or is there anything wrong?
