If it's the twilight sentinel you are referring to, I don't use mine because I hate to cycle the lights every time I start it in the garage. With the headlamp motor/gears being a know weakness, I try to use them as little as possible.
I think the "delay" is how long they stay on after you exit the car, not how long they wait to come on after sensing a low light level.
To me, that wouldn't make any sense. I mean, who cares how long they stay on after exiting the car, you know what I mean?
Now, a setting that controls the time your approach lights are on makes sense, but not how long headlights are on AFTER the car is shut-off and you've exited the car, right?

This is an option that my engineering brain just doesn't get. Some folks won't turn on thier lights when they shoud - reason for it. Some folks get so used to it that they forget to turn on thier lights in a rental car...thats a problem. I set the climate control for the tem I want, so I think I am capable for turning on lights. Maybe I am just off line on this one.
Well it varies by state. A friend of mine was pulled over in Oklahoma for driving with fogs on in clear weather. Not sure about here. I have PIAAs, and since they are so bright, I don't use them much in traffic unless the weather is foul.

only thing i can see it being good for, is when u park in a dark area, it will illuminate the area you are walking to get from your car to your house, apartment, resturaunt etc then once it gives you enough time to get inside they will go off.
and hate to bring it up again, but it is illegal to drive w/o headlamps on at night, even if foggy. most "fog" lamps arent fog lamps at all anyway, more of auxillary driving lamps which these are. hate to burst our bubble on "knowing what is legal and not".

Yes, that's what it's for. I never think about that, but I know a lot of women who like that feature for that purpose.

I use mine. I am not worried about the wear to the gear. It is quick, easy, and inexpensive to fix IF it ever needs to be done. I like the convenience of not having to think about it. The only time I ever disable it is when I am at the drag races. They provide the wrong kind of "drag".
To save wear and tear on my headlamp motors, I don't use the twilight sentinal. I keep my AE in the garage so they would come up every time I crank her up.
I'm not a big fan of the twilight sentinel. I can't give youa logical reason, but I just prefer to turn the ligths on manually when I'm ready for them.
