I just got my first Vette this past Saturday, it's an '02 Z06.
Well anyways, it appears that the titanium chrome flashed tips have been neglected by the previous owner. A simple soap & water wash didn't get any shine to them whatsoever.
Any tips or advice on how to get the shine back so I can maintain it? I know once the shine comes back I can maintain it with chrome/metal polish. I read that part on the FAQ's.

I initially had the same issue with mine. Mothers Billet metal polish bought them back and I had no issues from there.

The easyest and best way in my opinion is never dull magic wadding, just brakes that carbon and staining right up. Enjoy your 'new Z06!
