i dont have the memory seat option but i thought all it did when you removed key was go back anyway? i dont think its supposed to go to the bottom....correct if im wrong.

I looked up the 99 owners manual and it only talks about the seat moving back. Nothing about down.
"If you choose SEAT EASY ENTRY ON, when you turn the
ignition off and remove the key, the seat will automatically
move back and the telescopic steering wheel (if equipped)
will return to its full-forward position for an easy exit or an
easy entrance when returning to the vehicle."
You can also set the steering wheel and seat to the exit position you want and then program that as the third setting where you press the two buttons simultaneously.

That would be correct sir. Being easy entry, dropping the seat to the floor pan would make it that much more difficult to get out and getting in would be a crash landing

Tough enough sometimes getting out....don't need the additional "dropping" to challenge me further.
program the seat to where you want it to be when you exit, then hold down the Memory 1 & 2 buttons till they flash. You are now programed.
When you want to exit the ve-hickle just push the memory 1&2 buttons simultaneously. the seat will slide back to the position you have pre-programmed. And thats all she wrote!
I would like to thank Brad from Huntington Chevy for the fix to this issue.
In fact it does go back and down. My senors were out-of-wack and needed to be reprogrammed.
With key out:
Move your seat all the way down. Once down, tap the up/down button 6 times.
Your sensors have been reset
Thanks for the info. I wasn't aware you could do it this way. luckily I've not had the problem yet. When I get into the car, the seat is down and back. After I adjusted forward and up, to where I wanted it, I pressed the memory 1 button until it blinked. Now when I remove the key the seat goes back and down and visa- versa when I insert the key (using fob 1). I noted that if you put the key in with the door open, nothing moves. Close the door, remove key and reinsert and it does it's thing.

I wonder if that is the cause of many of our seat ailments. Mine doesn't always go to my desired forward position. Does this work on the front/back motion also???

Sometimes when I put the key in it doesnt goto the forward position, and the lights blink. All I did was push the memory once again (in this case 1) and it would continue to move until the desired point is reached.
Although, since I did that 6 button down thing; and the sensors reset; I havent had any issues with the forward or the easy exit.. So, try to reset the sensors..
