This might do pretty good - it works on engines - get the brakes heated up a little then spray them with Windex. Then let it sit a little and hose it off. If that doesn't work then do the same thing but try Simple Green instead.
What can I use on my calipers to safely clean them? There appears to be some black grease or grime that soap and water can't remove.

If you have the stock wheels or painted or coated wheel, you can use Meguires Hot Wheels - it works really well at getting the brake dust off of your wheels and calipers.
However - if you have zinc coated brake rotors, stay away from the stuff - it'll stain them instantly.
I use the spray wash at the pressure washer, and the "pre-soak" seems to work pretty good, followed by the high-pressure spray.
Nothing can beat just taking off the wheels and using a rag and some soapy water (car wash soap) on them occasionally.
