My drivers headlamp did not come up the other day so I thought it was the gear stripped out. I went to check if I could hear the motor try'n to work, but heard nothing. The next thing I did was give the light a little help and it came all the way up. Now it comes up, just a little slow.
I would guess if the gear was stripped it would not come up at all or skip or come up part way.
I understand there is also a actuator control module. Could this be my issue?
Might be the module. It's located behind the pass side headlight. May be totally dead but you might try tapping on it to see if it's shorting out. Just a thought! Good Luck!
This might sound very strange. My lights always had popped right up when I switched them on. Very little delay.
I have since added an ~800w stereo setup and now the lights actually have a noticeable (10 seconds in some cases!) delay when coming up. MY voltage still shows a steady 13+ (mostly 14)

Is there a module for the right headlight only? In other words if the module was going out would BOTH headlamps be giving me trouble or just the drivers such as in my case?

I could be wrong but as I remember from replacing my gears there is only one and it's mounted behind the pass side headlight assembly.
I would look on ebay or call Gene at Karshop for a used one. I'm sure the General wants one arm and the other leg for them.
