Should be able to just foam pad the haze out. Any detail shop can do this for you. Don't just try to 'hand polish' it. You'll need it 'machine polished'.
You may find that once that is done, you'll want the rest of the car foam padded.
My guess would be that you have quite a few very minute scratches which combined will give it a hazy look, or it was replaced at one time likevettesmith02 said and the clear is just hazing on you. Most of todays paint systems hold out VERY good, so not for sure if this would be it or not.
just polish it out. It gets that way from washing since the rearends are road grime magnets even after a block. When you wash it, your spreading that grime around introducing haze and swirls. Pop a visit to the detailing section and you can find tons of info on removing swirls and haze.
