There's a safety recall on seatbelt lockup which the dealer is supposed to fix at no cost. Check it out at
WWW.Nhtsa.com
Check under Automotive Recalls.

My stealership replaced both seat belts under warranty even though I am out of warranty. They goodwilled it since I have low mileage for a 2000 C5. 28K miles

There is a recall on them. Make sure it is not just twisted. Mine was twisted, took off cover (had to loosen door sill) and fixed myself.

A "safety recall" is valid for the life of the car (regardless of mileage or number of owners), until it is done.
