Also, the driver outside mirror creeps into a new position a lot of the time when I first start up.
What model year is your car? Model years 1997 through 1999 came with a passive keyless entry. The keyless entry for later model years does not have the passive feature.
If your car is a model year 2000 or later without the passive entry feature, are you pressing the UNLOCK button on the key FOB each time before entering the car? This is what initializes the memory recall. (To my knowledge, I believe the keyless entry for earlier model years works much the same when the passive entry is set to "OFF".) You need to open the doors using the key fob. It will not remember the settings by just starting the car. If you dont use unlock you need to hit the memory button.
Even so, I seem to have problems with my memory system. It often has amnesia.

Last week, I set memory 2 with the mirors all the way down, so I could see how close I was to a curb. Now, every time I turn on the key, it goes right to memory 2, and I have to push the 1 button. How can I make it go to 1 every time?

Are you using key fob 2 at the moment(the number's on the back)? Key fob 1 sets Mem 1 settings and key fob 2 sets Mem settings 2.

I don't use the fob to unlock the car when it is in the garage and I end up having to press the memory button.

Push the unlock button
Insert key, turn to on.
after seat stops, push memory 1 button - settings should change to "1".
Press and hold "1" til light flashes. Key will now set "1" conditions.
Press "2" to lower mirrors.
I live in the highest area in North Texas, and every TV/radio station in the D/FW area has a tower within 2-3 miles of my house. Because of the signals, my fob won't work unless I drive 5 miles or so from home. I got so sick of the mess I just turned the memory off. Didn't know all that stuff about the fob though. Anyway, I think not using the memory has helped me avoid the rocking seat syndrome.
